Castro Urges Guevarra to Reassess His Role After Stepping Back from Duterte Case

MANILA, Philippines — Solicitor General Menardo Guevarra may need to reassess his position after stepping back from defending the government in former President Rodrigo Duterte’s arrest case before the International Criminal Court (ICC), a Palace official said Tuesday.
Presidential Communications Office (PCO) Undersecretary Claire Castro raised the issue when asked if Guevarra’s recusal from the habeas corpus cases filed by Duterte’s children before the Supreme Court could lead to his replacement.
“So far, nothing has been discussed since this is a recent development. However, it may be best for the Solicitor General to evaluate whether he is still fit to serve,” Castro stated in a Palace press briefing.
She questioned why Guevarra’s recusal was seen as a victory for Duterte’s camp, noting that both Guevarra and President Ferdinand Marcos Jr. agree that the ICC has no jurisdiction over the Philippines.
Meanwhile, Guevarra defended his decision, emphasizing that the Office of the Solicitor General (OSG) serves not just as the government's counsel but also as a “tribune of the people.” He stressed that only the President has the final say on his position.
Guevarra, formerly Duterte’s justice secretary, recused himself from the case while maintaining that the ICC has no authority over the Philippines. The former president was arrested and sent to The Hague over alleged crimes against humanity during his war on drugs, which left thousands dead.
