Norway and Sulong Inc. enhance peace and security initiatives in Negros.
The Royal Norwegian Embassy (RNE) in Manila, in partnership with Sulong Peace Inc. (SPI), conducted a field visit to Negros Island from March 10 to 12 to reaffirm Norway’s commitment to peacebuilding, security cooperation, and participatory governance. Led by Ambassador Christian Halaas Lyster, the visit included discussions with local officials, security forces, and former rebels, focusing on conflict resolution, disaster response, and sustainable governance. With Mt. Kanlaon’s ongoing crisis displacing communities for over 90 days, the delegation emphasized the need to integrate peace efforts with disaster recovery planning.

(SPI), conducted a field visit to Negros Island from March 10 to 12, reaffirming Norway’s dedication to peacebuilding, security cooperation, and participatory governance. Led by Norwegian Ambassador Christian Halaas Lyster, the visit coincided with the 90th day of evacuation in Mt. Kanlaon communities under Alert Level 3, highlighting the connection between conflict resolution, disaster response, and sustainable development.
"Norway views peace and reconciliation as long-term efforts. Our involvement in the Philippines began in 2001 as a third-party facilitator in peace talks with the National Democratic Front of the Philippines (NDFP). This visit to Negros reflects our continued support for the country’s pursuit of lasting peace," stated Ambassador Lyster.
Sulong Peace Inc. Executive Director Seth T. Villaruel emphasized the importance of continuous dialogue in empowering civil society and local leaders to shape inclusive, community-driven policies. He highlighted that sustainable peace requires governance that is inclusive, responsive, and focused on community voices, human rights, and long-term solutions.
In Bacolod City, the delegation engaged with Mayor Abelardo Benitez, the 303rd Infantry Brigade, and local PNP units to discuss security conditions, conflict prevention, and disaster response. The discussions stressed the security sector’s role in stabilizing communities, safeguarding displaced individuals, and strengthening local governance.
In Canlaon City, Negros Oriental, and Don Salvador Benedicto (DSB), Negros Occidental, the delegation met with Mayor Jose Chubasco Cardenas (Canlaon) and Mayor Laurence Marxlen dela Cruz (DSB), along with local officials and barangay leaders. These meetings reinforced their shared commitment to sustaining peace through effective local governance. SPI also provided updates on its Transitional Justice and Reconciliation (TJR) initiatives, launched in 2023 to promote participatory governance, human rights advocacy, and capacity-building in conflict-affected areas.
A dialogue with former rebels was also held, addressing reintegration challenges and possible livelihood opportunities to support long-term stability in affected communities.
As the Mt. Kanlaon crisis continues to displace residents beyond 90 days, discussions emphasized the need to integrate peacebuilding strategies with disaster response and recovery planning.
Norway and SPI remain committed to fostering lasting peace in Negros by addressing the root causes of conflict and promoting inclusive governance.
