Senator Legarda Proposes National Public Service College to Train Future Government Leaders
Senator Loren Legarda has proposed the National Public Service College Act of 2025, aiming to establish the National Public Service College (NPSC) as a premier institution for training future government leaders. The NPSC will offer a specialized curriculum designed by government agencies to develop technical, administrative, and leadership skills among young public servants. Graduates will receive Civil Service Commission Level II Eligibility and be required to serve in government for a set period. The program includes free tuition, living stipends, and apprenticeship salaries, ensuring accessibility. MANILA, Philippines – Senator Loren Legarda has introduced the National Public Service College Act of 2025, a bill aimed at establishing the National Public Service College (NPSC) as a premier institution for training future government leaders. The proposed college will offer a specialized curriculum designed by key government agencies to equip students with technical, administrative, and leadership skills tailored for public service.
Legarda emphasized that the initiative seeks to create a structured, merit-based pathway for young Filipinos to enter government roles, addressing the low representation of youth in elected positions and high-ranking public service roles. Data from the Civil Service Commission shows that individuals aged 18-35 comprise 31.15% of career service employees but only 16.74% of elected officials, while older age groups dominate decision-making positions.
The NPSC will aim to produce at least 200 leadership-ready graduates annually, all of whom will be required to serve in government for a specified period. Graduates will automatically receive Civil Service Commission Level II Eligibility, expediting their entry into public service.
The curriculum will cover essential subjects such as Strategic Planning, Budgeting, Public Policy Development, Digital Governance, and Ethics in Public Service. Additionally, specialized courses in Foreign Affairs, Disaster Risk Management, and Social Work will be offered. To maintain quality and impartiality, all professors must have at least 10 years of government experience and be free from political affiliations.
To make education accessible, students will receive free tuition, living stipends, and apprenticeship salaries during mandatory government internships. Legarda sees this initiative as an investment in governance, ensuring a competent, ethical, and future-ready public service. The bill also mandates CHED to explore integrating the NPSC curriculum into private and state universities to broaden its impact.
Legarda expressed confidence that the NPSC will strengthen public sector professionalism, efficiency, and integrity, positioning young civil servants as key drivers of national development.
