KYIV, Ukraine—Renewed Russian strikes on Ukraine’s energy infrastructure this winter have intensified concerns over the Ukrainian Energy Ministry’s delayed response in safeguarding critical facilities near nuclear sites.

Despite repeated warnings for over a year about their vulnerability, the ministry failed to take timely action, according to current and former Ukrainian officials. With nuclear power now supplying more than half of Ukraine’s electricity, the unprotected switchyards outside its three active nuclear plants remain a major risk, as they are essential for transmitting power across the country.

Experts have warned that military strikes on these switchyards could have catastrophic consequences, disrupting energy supply for weeks and compromising nuclear safety. While fortification efforts finally began in late 2023, analysts say the response came too late to prevent potential damage.

Government delays in securing these sites have fueled criticism, with lawmakers calling for the dismissal of Energy Minister Herman Haluschenko. While he has defended the ministry’s efforts, he has not provided clear answers on whether nuclear switchyards are adequately protected.

Recent Russian attacks in November and December came dangerously close to Ukraine’s nuclear plants, causing temporary reductions in power output. Although direct hits on nuclear switchyards were avoided, the attacks highlighted the urgent need for stronger defenses.

Despite early warnings, construction of key protective structures at nuclear switchyards was delayed until late 2023, with completion expected no sooner than 2026. Ukrainian energy officials had repeatedly raised concerns over these delays, but the ministry prioritized other projects.

Meanwhile, the International Atomic Energy Agency (IAEA) has warned that repeated strikes on Ukraine’s electrical grid pose serious risks to nuclear safety. The agency sent teams to assess damage, reinforcing concerns over the energy grid’s vulnerability.

Critics argue that Ukrainian officials underestimated the likelihood of Russian strikes on nuclear sites, leading to dangerous miscalculations. With ongoing threats, the lack of timely action to secure critical infrastructure remains a pressing issue for Ukraine’s energy security and national defense.
