Congestion Pricing: A Possible Solution?

The plan involves charging private vehicles a fee to access EDSA, a measure known as congestion pricing that has been implemented in cities like London, Singapore, and Stockholm. The goal is to discourage unnecessary trips, promote public transportation, and generate funds for road maintenance and infrastructure projects.

"Traffic on EDSA has reached unmanageable levels, and we need bold solutions to fix it," Remulla said. "This system, if implemented, will ensure that only essential trips are taken and that those who can afford to drive contribute to the cost of maintaining our roads."

How Would the System Work?

While exact details have yet to be finalized, potential models include:

  • Electronic toll collection via RFID tags
  • Flat-rate charges for entering EDSA during peak hours
  • Variable pricing, where rates fluctuate based on traffic conditions

The Department of Transportation (DOTr) and the Metro Manila Development Authority (MMDA) are studying how this would be implemented alongside existing traffic schemes, such as the Unified Vehicular Volume Reduction Program (UVVRP) or number coding scheme.

Public Reaction: Mixed Opinions

Many commuters and public transport advocates support the proposal, arguing that it could decongest EDSA and improve mass transit options.

"This might finally push people to consider riding buses and trains, which would be good for the environment," said urban planner Paolo Cruz. "But it has to be paired with better public transportation—otherwise, it will just punish car owners."

However, car owners and business groups have strongly opposed the idea, claiming it would unfairly burden those who rely on private vehicles for work or business.

"Many Filipinos own cars out of necessity, not luxury. Public transportation is still unreliable," said LTO official Miguel Santos. "Charging people to use EDSA is unfair if there are no viable alternatives."

Legal and Political Hurdles

Since EDSA is a national highway, any proposal to charge fees would require approval from Congress. Some lawmakers have already voiced opposition, saying it would be another form of taxation on Filipino motorists.

"Before we even think about this, let’s fix the MRT, add more buses, and improve road conditions," said Senator Grace Poe, who chairs the Senate Public Services Committee. "We cannot force people to pay if they have no other choice but to drive."

Next Steps: Will the Plan Push Through?

The DOTr and MMDA are expected to conduct feasibility studies before making a final recommendation. If approved, the system could be implemented in stages, starting with a pilot test in select areas before a full rollout.

With traffic congestion worsening and public transportation struggling to keep up with demand, the debate over congestion pricing is far from over. For now, Metro Manila drivers will have to wait and see whether paying to use EDSA becomes a reality.
