MANILA, Philippines – Senate President Chiz Escudero has ruled out the possibility of holding an impeachment trial against Vice President Sara Duterte while Congress is on recess, emphasizing that such a move would be unconstitutional.

Escudero explained that calling a special session to convene the Senate as an impeachment court during recess is not allowed under the law. He outlined the specific scenarios in which a special session may be called, including the declaration of Martial Law, the appointment of a new vice president in the event of the president’s death or incapacity, or deliberations on a pending bill. He clarified that an impeachment trial does not fall within these conditions.

The House of Representatives impeached Duterte on February 5, citing allegations of betrayal of public trust and constitutional violations. The articles of impeachment were immediately transmitted to the Senate, with 215 lawmakers initially signing the complaint, followed by 25 additional supporters.
